My dear Mr. President
Enclosed please find the list of Senators prepared by Senator Martin; those checked are the Democrats with whom he desires you to confer. He suggests that you urge upon them the importance of the speedy passage of the pending Deficiency Appropriation Bill in which is carried authorization for the new army, as well as appropriations to carry into effect the program with reference to the new ships. He also would appreciate it if you would impress upon the Senators the importance of regular attendance at the meetings of the Senate, in order to expedite the legislation necessary for the prosecution of the war.
