Text
Dear Mr. President
I beg now to fulfil, though in somewhat belated fashion, my promise to send you the text of the various Agreements which Great Britain has come to with the Allied Powers. I found that we had not copies with us and it has taken some time to obtain them from England.
Arthur James Balfour
2829 Sixteenth Street,
Washington.
I beg now to fulfil, though in somewhat belated fashion, my promise to send you the text of the various Agreements which Great Britain has come to with the Allied Powers. I found that we had not copies with us and it has taken some time to obtain them from England.
I do not think that they will add much to the knowledge which you already possess of our negotiations since the War began, nor do I think they are likely to modify your general views.
Perhaps it might also interest you to read the enclosed note, which gives the main points of a statement which I made on foreign policy to the Imperial War Council. The proceedings of the Imperial War Council are of course absolutely secret. I feel that many of the problems dealt with are inadequately treated, but I trust that you may find it of some value.
Pray believe me, dear Mr. President,
Arthur James Balfour
2829 Sixteenth Street,
Washington.
