Dear Governor

Thank you for your letter of yesterday. I am communicating the substance of it to General Goethals. I know he will be delighted.
I enclose a letter and memorandum received from him this morning.

Cleve Dodge has just telephoned that Davison and his associates are now ready to go ahead with the Red Cross work. He hopes you will announce these appointments at once and make a statement setting forth your plans for the new organization.
