Dear Governor
It occurred to me today that McAdoo would be a good man to head the Russian Commission. Not wishing to bother you I made the suggestion to Lansing. I hope you think well of it.
I also hope you will put on a leading Jew that is pro-Ally in sentiment- a man like Morganthau or Straus.
I shall try to get the Jews tomorrow to organize their people towards influencing the Russian Jews in the direction desired. I am told that many of the German Jews are urging the Russian Jews to make a separate peace.
