Dear Governor

Dudley Malone will be at the Shoreham all day tomorrow. I think it important that you have a five minute talk with him. He has received certain instructions which worry him because he knows they do not tally with your views. He might have made a mistake Sunday as I told you and through an order which came to the Navy Yard direct from the Navy. The way the German ships and their crews in our ports are handled may make the difference between domestic order and disorder.

I knew your speech would stir the world, but it has done it even more than I had thought.
I enclose a letter from Mezes which is typical of many I am receiving. Sir William Wiseman says that if Shakespeare had written the address it could not have been more perfectly done. I have heard similar comments from many as to the perfection of its English.Paderewski declares the world has never seen your equal.
