My dear Mr. Secretary

The writer of the enclosed, a member of the Princeton faculty, is an old collegemate and former colleague and a very dear friend of mine. I have no doubt that you have gone into the matter very fully of which he writes, but I owe it to him to send you this letter which, knowing him, I know to be written with the utmost sobriety and earnestness
