My dear Mr. Cosgrave:

I am very much complimented by your urgent invitation that I attend the dinner of the Authors' League of America, set for the fourteenth of February next, and wish most unaffectedly that it were possible for me to be present and show my interest and sympathy, but I have made it a point of duty to subordinate everything to my work at Washington and in pursuance of that policy have denied myself pleasures of this sort very consistently. I think that it is not right for the President to speak unless he has something to say and there is public occasion why he should say it, and this opinion of mine strengthens my scruple about accepting dinner invitations, however important and attractive.
