Text

My dear Brother

I have your letter about Mrs. Summers, but I cannot do for her what she desires without breaking a rule that I have followed throughout my administration and to break which would confuse and demoralize the service. I am very sorry, but she will have to pursue the ordinary course of service and promotion.

Affectionately your brother,
Woodrow Wilson
