My dear Mr. Welsh:
Your favor of July 30th is received, and I regret that my cable of July 28th has been transmitted through the Embassy rather than through the Mission and the Department of State.Will you be good enough to refer to the cable of July 3, sent by the Acting Secretary of State, as follows:It is desirable that cables which I am sending to the Federal Reserve Bank in relation to these matters proceed through the usual channels, and I would appreciate also having the enclosed copy transmitted as promptly as possible.The cost will be defrayed if I can be advised of the amount thereof.
