My dear Governor:
Of course I understand the reasons which prompted your suggestion about the die-proof prints of the Federal Reserve notes for the banks in London and Paris. It was a perfectly proper request and I wish I could have granted it. I really feel that I have gone to the utmost limit in the distribution I have already made of these die-proof impressions.
