My dear Governor:
I have your letter of the 18th instant, and am sincerely sorry that I will not be able to authorize a set of die proofs of the Federal reserve notes to be sent to the Bank of England and the Bank of France.
I presented copies of these proofs to members of the Federal Reserve Board and the Federal Reserve Banks, because of their relation to the Government. I have had a number of requests for copies, but have felt obliged to decline them because I considered it unwise to distribute the proofs extensively.
In view of these circumstances, I regret I cannot consistently comply with your suggestion, but know that you will realize the propriety of this course.
