My dear Mr. Rickard:
I would very much like your advice about the matter referred to in the enclosed letter from the Honorable Jouett Shouse of Kansas. It occurs to me to ask these questions:
How much money would be needed for this?
And, if it were judged permissible for me to advance the sum out of the fund at my disposal for national security and defense, would the Grain Corporation be legally qualified to handle the loan?
