My dear Mr. Hoover

I have examined the enclosed report and before forming a judgment on it I would be very much obliged if you would read the letter from Mr. Colver which I also enclose. It struck me as containing some unusually interesting suggestions. Do you think that the half-way course he proposes is not feasible or advisable?
