Dear Mr. President<br /><br />I beg to enclose herewith license regulations governing salt water fishermen, and to request that if you approve thereof you sign them on the last page.<br /><br />These regulations have been carefully prepared in cooperation with the Bureau of Fisheries and the various state fish commissions. They are designed to increase the production of fish on the Atleantic and Gulf Coasts by removing many state and local restrictions which now seriously hamper the operations of the fishermen.
