My dear Mr. Hoover
I have your letter of yesterday about the arrangements proposed with the Western Grain Exchanges, and in reply must frankly say that I have no judgment of my own about the matter. I do not feel that I am qualified to form one. I am quite willing to leave the decision in your own hands. I think it a very satisfactory feature of what is proposed that room is left for reconsideration and for checking speculation whenever it goes too far.
