Dear Mr. President

Mr. Henry M. Hoyt of Reno, Nevada, is obliged to resign from the position of Federal Food Administrator for the State on account of ill health. We are sorry to lose his services as he has done excellent work.

After careful consideration, I wish to recommend as Mr. Hoyt’s successor, Mr. HA Lemon of Reno,.

Mr. Lemon is strongly endorsed by Governor Boyle, Mr. Hoyt, and other leading citizens of the State. He is now Secretary of the State Council of Defense and is ready to give all his time, - as a volunteer, - to war work. His occupation in normal times is sales manager of the local power company.
