My dear Mr. Hoover

In signing the enclosed Executive Order I am acting, and acting willingly, upon your judgment, because I cannot pretend to the knowledge of the case which you have. I should have assumed that possibly it would be fair to allow a somewhat increased margin above the pre-war margin, because these dealers, like all the rest of us, have to adjust themselves to an enhanced cost of living so far as their own personal support is concerned, but I have no doubt you have taken that into consideration along with the other matters affecting your judgment.
