Dear Mr. President
I enclose herewith for your approval rules and regulations governing the importation, manufacture, storage and distribution for domestic trade of food commodities by persons subject to license under your proclamations of August 14, September 7, and October 8, 1917. These regulations have been prepared under my direction. They consist of general regulations relating to all licensees and a series of special regulations dealing with the different industries. It will be necessary to supplement the regulations from time to time to meet conditions which may arise. They have been evolved after a great amount of study, consultation with trade representatives, and some scores of conferences with representatives of trade bodies.
