C O P Y<br /><br />My dear Mr. President<br /><br />The allotment made from the National Security and Defense Fund for preliminary expenses of the Food Administration is practically exhausted, and there are at present, outstanding obligations approximately $100,000.<br /><br />Our preliminary expense covers chiefly contracts for pledge cards, posters and numerous other printing orders and the heavy postage expense involved before we received the franking privilege. Many of these contracts have only just been completed. We also equipped and moved into the Gordon Hotel before the Food Bill was passed.<br /><br />In order to provide for these preliminary expenses, and close this phase of our financial history, I venture to suggest that a further allotment of $110,000 be made from the National Security and Defense Fund.<br /><br />Faithfully yours,<br />(Signed) Herbert Hoover
