I hand you herewith draft of a Proclamation which applies the license provisions of the Food Control Act of August 10, 1917, to the importation, manufacture, and refining of sugar and the manufacture of sugar syrups and molasses.I respectfully request that you make this Proclamation, and direct the Department of State to attach the seal thereto.
