Dear President

I have not the remotest doubt but that the operations of the Grain Division fof the Food Administration will come up for assault or investigation by Congress sooner or later, and it occurs to me it might be wotrth taking time by the forelock and having an investigation of our own. I am wondering if you would mind my appealing to Dr. Taussig to secure assistance and make an investigation of the entire operations and write a report - this report to be made to yourself. We could then be armed to use it the minute we saw that such an investigation was brewing. I would not propose to make any public announcement.
