My dear Mr. Hoover

I would be very much obliged if you would give your careful consideration to the enclosed and let me have your confidential advice. The Secretary of the Treasury is, I think, right in the position he takes. The financial problems we are now handling and are facing in the immediate future are of such magnitude that I believe it is absolutely essential that we should avoid every ounce of additional weight that can be avoided. Whether the representation of the Food Administration in the Inter-Allied Council will accomplish just what the Secretary of the Treasury has in mind or not, I am not clear, but that there should be co-ordination of this kind will, I am sure, be your judgment as it is mine.
