Dear Mr. McFarlin:
Your letter of January 5th to President Wilson has been referred to Mr. Hoover and in turn to this Division for answer.
We all greatly appreciate your hearty backing of Mr. Hoover and your desire that he be given such complete control. We all feel, however, at the moment that the powers granted by Congress in the Food Bill of August 10, 1917, were of sufficient scope to allow of very great results being arrived at if we are able to carry out these powers.
You remark about the waste of foodstuffs in Government camps and institutions. We have had the most hearty support of the military authorities in doing away with any failure to conserve food and trust that through our State Administrators we shall be able in the near future to report a very marked falling off in this useless waste of food. We are much cheered whenever we receive such a letter as you have written because we feel that throughout the country there must be other people like yourself who desire to back up in every way possible the man chosen by our President to take charge of Food Administration matters. Should further legislation be necessary for further food control, we are inclined to think that Mr. Wilson will probably give it to us, but in the meantime, we all are agreed that with our present Food Bill we have a very excellent base from which to operate.With sincere thanks for your interest and hoping that if at any time we can do anything for you or answer any question, you will not fail to call upon us, we are
