Dear Mr. Foster:

I enclose herewith a proclamation signed by the President with regard to licensing of wheat and rye elevators and mills:

I understand that this proclamation bearing on licensing must be made public and it seems to me that all such publications which are made by the President should be issued through Mr. Creel’s bureau.

If it imeets with your approval and if you think proper, I would be greatly obliged if you would send this proclamation to Mr. Creel’s bureau and ask them to issue it. We are anxious to get it out before mailing our licenses, so that authority for the licenses may be known absolutely to the country.
