Dear Mr. Foster:
Please find enclosed herewith letter addressed to the President which explains itself.
I went over these matters with the President on Saturday but we were unable to complete the execution of the documents then because of certain undetermined dates and names. They are now in final form, ready for signature, and I am extremely anxious to get them out today if possible.
Also I submitted to the President on Saturday a list of names of principals of staff and if the President has had time to look them over and give me his view thereupon, it would help enormously, because we can carry out but little machinery without having our men positively engaged, and a large number of the men for State Commissioners we have not approached, and we need their assistance before our machinery can be put into execution.
I would be greatly obliged if you could take these matters up with the President for me.
