Dear Mr. President

Senator Chamberlain has asked me to convey to you the following message.

He states that he thinks the section in the food control bill providing for the joint Congressional Committee can be eliminated in conference, provided it is agreed that it shall be raised as a joint resolution. He further believes that the joint resolution can be defeated on the floor of the Senate, and that if this course has your approval, he feels that he could win over one or two more votes on the conference committee to this program. He would like to have some indication of your feelings in the matter.

I remain,
Your obedient servant,
[Hoover]
