Dear Mr. President<br /><br />In case it may be of interest to you for reference purposes, I enclose herewith copies of the memorandums which we discussed yesterday:<br /><br />First, one on the necessity of early legislation;<br /><br />Second, on the question of the organization of commodity controls;<br /><br />Third, on the organization of voluntary conservation;<br /><br />Fourth, some preliminary lists of names of purely technical men to be assembled for the assistance of the conservation committees.<br /><br />I also enclose copy of brief which has been presented to me by William C. Edgar, of Minneapolis, with the backing of the principal millers of the country, which is some indication of both the sentiment with regard to control and also the desire on the part of this trade to support the proposed Food Administration.<br /><br />I beg to remain,<br />Your obedient servant,<br />[Herbert Hoover]<br /><br /><br />His Excellency<br />The President of the United States
