My dear Mr. President

I attach hereto an Executive Order nexcessary in order to set up the administration under the new Wheat Act. This has become a matter of great emergency in the last three or four days betcause with the pulling down of Food Administration regulations and the goqrowing shortage in supplies, speculation has started in this year’s wheat, with the result that the price has already advanced from $2.26 to $2.80 in Chicago.

We would either have to re-enact the regulations of the Chicago Board of Trade against hoarding and speculation, or set up regulations to the same effect as authorized by the new Wheat Act. It appears to be much preferable to put the latter administration into being, as the Food Administration authority might dvie any day with the signature of Peace. I would, therefore, be greatly obliged if you could see your way to sign the attached order.
