Lieut. Colonel E.W. Van C. Lucas, of the Corps of Engineers, National Guard of New York, is very highly recommended to me by friends in whom I have the greatest confidence. He is anxious to be made Adjutant General of the State under your administration, and, from all that I can learn, he might prove to be the very man for the position, especially under existing conditions. This is only to ask if you will not kindly give him an opportunity to be heard before you commit yourself in this direction.
