February 2, 1917.

We the undersigned who have been in frequent informal conference looking toward better development of American Relief measures in Europe desite desire to tender you our loyal sentiments and our support in any position which you may deem it wise for the Country to assume. Also to place our services at your disposal should you consider it advisable to create a National Relief Organization which would provide an adequate patriotic fund for the support of the Red Cross and of other national measures of relief at home and abroad.
