SIMSADUS, LONDON FOR SECSTATE

FROM AMMISSION, PARIS.

Meeting Aeronautical Commission held today to discuss reservations further PARAGRAPH I maintained same attitude regarding American reservations as at meeting on 24th PARAGRAPH Referring Article 18 of convention no agreement could be reached and it remains in convention subject to reservation of French and American PARAGRAPH Referring paragraph 3 Article 23 proposal Cuban delegate reported my telegram 25th instant was not accepted and paragraph remains unchanged with reservation by Cuba PARAGRAPH Brazilian delegate seconded reservation Cuban delegate on Article 35 PARAGRAPH Referring second paragraph Article 37 Italian delegation withdrew reservation providing following words added at end QUOTE Any such protocols shall be at once notified to the International Commission for Air Navigation which shall communicate this information to all the other contracting States UNQUOTE Owing to my position that report was a finished matter not subject to revision after being handed to governments I did not vote on the acceptability of this addition but stated it was acceptable to me COMMA speaking personally PERIOD It was adopted by the other delegations
