Dear Lt. Condon,

In reference to the question of Japanese declaration I beg to suggest:

1. That Mr. WhiteHenry White ask Dr. KooWellington Koo to call, in order that he (Mr. WhiteHenry White) may give Dr. KooWellington Koo an account of what has transpired and may get any suggestions which Dr. KooWellington Koo may wish to make for further action.

2. That In view of the intimation which Mr. WhiteHenry White had from M. Clemenceau that the Japanese may be persuaded to agree to an International Concession rather than a Concession for themselves, Mr. White give thought to the possibility of negotiatingsfurther with Baron Makino with a view to persuuading the Japanese Government to pursue that course.

If we could secure such a decision (and announcement) on the part of the Japanese Government, if we could in addition get them to declare a time limit, and if we could have the Hankey memorandum published in full, we would have secured assurances (of one type or another) on all the points which we proposed except Point 4 (exclusive preferential position).
