In regard to American reservations I explained hasd passed out of my hands, that you were now consid convention and various reservations and that you would be ready to act by July thirtieth PARAGRAPH
After explanation Portuguese Delegation withdrew ivations on Articles fifteen and twenty five PARAGRAPH
Referring reservation by French to Article eighteen Delegation stated it was unable to withdraw its reserva Article stands but suggested an addition to this Article
However such aircraft will only be allowed to start sucaution, and only for a first flight UNQUOTE Great Britain
sired Arrticle to be retained its present form and have s agreements with France and United States, but will refer proposal to English patent experts for opinion PARAGRAPH
Cuban delegate discussing his reservation on Article three paragraph three proposed that it be amended to read QUOTE Legal relations between persons on board an aircraft within the jurisdiction of a State are governed by the laws applicable to commercial water-borne vessels UNQUOTE I invite especial attention to this suggestion as the Cuban reservation seems to be well founded PARAGRAPH
Italian Delegation withdrew its reservation in which the insertion of an Article and an annex referring to the sanitation is asked, but sustained proposal that the words QUOTE as between State and State UNQUOTE be deleted in second paragraph of Article thirty seven arguing that favored nation treatment should be provided for - either by this deletion or by a specific additional statement PERIOD This view was not generally held and I personally regard it as contrary to intent of the paragraph when adopted PARAGRAPH
