Peking Legation on statement regarding Japanese Policy.In telegram from Peking, June 9, 12 pm, forwarded in Department's 2272, June 11, 6 pm, the Peking Legation, referring to the Boycott movement and general situation in China said; -

“This situation cannot be solved by use of force or repressive measures. The only adqequate solution would be the revision of the Paris Decision re Shantung or a frank statement on the part of Japanese to do justice to China. As the Japanese Government is beginning to find itself in a precarious position, the continuance of the present movement may have further effects of inducing them to sanction just arrangement.
