My dear Heath:
Woodrow Wilson
Unhappily, I am debarred from appointing young Rutledge. The appointments to West Point at my disposal are confined to the sons of Army officers, and I would be absolutely swamped and overwhelmed if I departed from the rule, as you will readily see. The theory of my appointments is that officers of the Army, having no political residence, so to say, are not in a position to obtain appointments for their sons through members of the House or Senate.I am mighty sorry but I would be ruined if I decided otherwise.
