My dear Mr. President

I beg to acknowledge receipt of your note of February 24, returning the draft of the proposed bill to provide a civil government for Porto Rico, and have noted your suggestions with reference thereto.Mr. Jones of Virginia, the Chairman of the Committee on Insular Affairs, introduced yesterday this bill, as I understand, with a few modifications. I have not the print of Mr. Jones’ bill and can not, therefore, indicate the changes which he has proposed. While the bill has not been introduced in the Senate, Senator Shafroth is to have a hearing before his Committee today at which Governor Yager is to present the bill with his views thereon. It would seem that in this way the matter had taken about the course which you suggest in your note.Secretary of War.
