My dear Mr. President<p>In pursuance of your request that I do so, I herewith inclose you a report from the Bureau of Insular Affairs of conversations with Mr. Quezon, the Resident Commission from the Philippines. I have also talked with him upon two occasions about these matters, and he has expressed himself in general in in the same manner as is set forth in the inclosed memorandum.
