Dear Mr. President

Some time ago you wrote me about the duty on foreign books. The Board of General Appraisers has just decided that where foreign books are imported in sheets, unbound, and later bound in the United States, a royalty being payable only when, and if, the book is finally sold by the publisher, such royalty is not a part of the foreign market value. This decision was rendered by a board of three General Appraisers, and, consequently, it is final.
While there are many other questions pending regarding the importation of books, I think this question is, perhaps, the most important. The book publishers will be very much pleased with this decision, and I hope it satisfactorily disposes of the question you brought to my attention.
