Woodrow Wilson
Hon. John Bassett Moore,
Department of State.
Thank you for the memorandum left at the Department by Mr. Colville Barclay, the Counsellor of the British Embassy, and the communication from the German Embassy, concerning our course in Mexico.
We have sent word to the naval commanders at the Mexican ports to act in the interest of the safety of British lives and property and, indeed, of the lives and property of all foreign subjects, as they would act in the case of our own citizens, and I hope sincerely that they will be able to render adequate assistance.
The request of the British and German governments that they be informed beforehand of any decisive steps taken on our part is most reasonable, and, of course, we have had it in contemplation to do so.
