Carranza is now excusing himself from seeing me on the ground of press of affairs, referring me to Escudero and Bonillas. Going fully into matters discussed in your last despatch I am now insisting on seeing Carranza himself, further argument with his Ministers would be fruitless. Constitutionalist position with regard to provisional Government that which I have reported in previous despatches.
