Dear Mr. President

To fill the vacancy caused by the resignation of Hon. John Purroy Mitchel, I respectfully recommend, as Collector of Customs for the District of New York, Hon. Dudley Field Malone, of New York.Mr. Malone has not been a candidate for this office, and therefore, no recommendations are on file. I know him so well and favorably, as you yourself do, that I think no recommendations are necessary. I am sure that he will fill the office with satisfaction to the public and with credit to the Government. Naturally, I have not spoken to Senator O’Gorman about this matter, since the ties of relationship might disincline him to speak one way or the other about it. Senator Root tells me that he not only knows of no objections, but, on the contrary, thinks well of the appointment.
