My dear Mr. President

address official communications tothe secretary of state, washington, DC
I suppose that you have seen a copy of the despatch that has come from China. It is a little startling. The President has dissolved the Nationalist Party and adopted something of Huerta’s methods and given the same reasons. While it does not create any such situation as they have in Mexico it may temper our expectations somewhat of rapid progress in the Orient.
I do not know that we are in a position to take any action. If you have anything to suggest I shall be pleased to have your opinion.
