Mr President

Would it perhaps be worth while to take advantage of the next few weeks to secure more accurate knowledge respecting the “Constitutionalist” leaders in northern Mexico?The chiefs are now assembling in Hermosillo, Sonoro, apparently with some intention of closer organization.
I believe that I could get to Hermosillo without attracting attention. A fortnight spent there discreetly would enable one to arrive at something like a fair estimate of the proportion and prospects of the Northern movement and of the character of the men directing it.
