Suggestion for message to Hon. John Lind in Mexico, sent to Hon. John B. Moore, Department of State.
Your suggestion made to Huerta regarding negotiations with the northern revolutionists entirely approved. Please press these considerations as strongly as possible, always having it in mind that nothing that can be done by Huerta or the Congress will make it possible for the United States to recognize the legitimaffcy of his authority.
