My dear Mr. President

I am enclosing a letter from Governor Lind. It is too long to read except when you have leisure, but if you can find time on Sunday, it will make good Sunday reading. If Lind had done nothing else than give us this review of the situation, his trip would not have been in vain. I shall be glad to discuss some of its suggestions to you when you have time.
