Trustworthy information from distinct sources would indicate the administration scheme as follows:If elections are not postponed and I think do not think they will be Gamboa will probably be given the plurality vote but the Liberal party which is in control of the House will not seat a Catholic candidate. Ample excuse will be found for declaring election void and Huerta will be forced to continue against his will. Whether Gamboa is party to this scheme I have no information but it is significant that Moheno the recent appointee in the State Department was named Under Secretary. The Huerta Americans in Mexico City are very active again. A scurrilous petition circulated by Major Gillette is now on way to Washington primarily for publication in United States I think.
