My dear Mr. Secretary:

As you know, of course, Professor Ford has completed his errand to the Philippines. He brought down to me by his own hand the other day his reports. I am sending them to you in the hope that you may find the time (which I have not at present) to give them a careful reading. Will you not be kind enough to regard them as confidential until I see you concerning them?
