My dear Mr. Secretary

Will you not be kind enough to say to the Japanese Ambassador that matters of capital importance in our domestic legislation have diverted my attention for a time, but that I am giving serious consideration to the note from his Government and shall hope to communicate with him at a very early date regarding it?
