CONFIDENTIAL.

By special messenger from President Huerta I have received communication which I tentatively interpret as follows:First. The note of Mexico in reply to President’s proposals is reaffirmed in toto.
Second. To second note from myself is equally inadmissible though it is noted that the terms of de facto Government and President Huerta are employed it is desired that the Government be addressed as the Constitutional Pcrovisional Government.
Third. The President of the United States must be wholly unfamiliar with the Mexican Constitution or it would not be possible for him to assume that Huerta, having saucceeded to the Presidency by operation of law, could under any circumstances be a candidate at the ensuing election.
Fourth. That for the present Government cannot reply to the suggestion of good offices to secure financial relief, as such action would subject the Government to embarrassing reflections.
Fifth. That request for exchange of Ambassadors is withdrawn, but it is hoped that the Embassies will be continued with present personnel until after October elections.
I have asked O’Shaughnessy to forward note in full.
