I have assurances from Gamboa that there will be no publication tomorrow. I have advised the British Minister that my conversation with him is confirmed. He has not heard from his Government. I wish to withdraw my inadvertent remark about Mr. Stronge and express as my deliberate judgment that he is not only well disposed personally but that he is a man of rare tact and good judgment and that he has rendered me great service in delicate situations.
